Insufficient serum vitamin d3

I have gone through the first bottle which is 6 months supply taking 1 a day. Its winter here in new york city and i went to get a blood test which resulted in a value of 28ng/dl. The Value is close to optimal but still on the insufficient range from 25-30ng/dl. It is cold in new york and sunlight is unaccessible for 90% of the time. I have been occasionally expoing direct to sunlight but more so behind windows.
